While all states without an active grant may apply, priority consideration after peer review is given to states that have not benefited from ADSSP funding since before 2014, reflecting an effort to rebalance federal support toward places that have had fewer recent resources.

Option B targets local implementation and service delivery and is open to public or private community-based organizations (CBOs) operating within an existing dementia-capable HCBS system. Rather than creating an entirely new system from scratch, community applicants are expected to show they are already embedded in a functioning local network of dementia-capable services and can clearly identify where the biggest gaps are and how their proposal will strengthen the overall system. Option B is specifically focused on closing three service gaps, and applicants must address all three. The first gap is providing effective supportive services for people living alone with ADRD in the community, a group that is often at higher risk of unmet needs, safety concerns, and social isolation. The second gap is improving the quality and effectiveness of programs and services for individuals aging with intellectual and developmental disabilities who have ADRD or are at high risk of developing it, recognizing that this population can face distinct diagnostic, caregiving, and service-coordination challenges. The third gap is delivering behavioral symptom management training and expert consultations for family caregivers, focusing on practical skills and clinical or specialist guidance to address common dementia-related behaviors that can strain families and increase the risk of unnecessary institutionalization. As with the state track, community organizations may only hold one ADPI grant at a time, and post-review priority consideration is given to organizations that have not benefited from ADI-SSS or ADPI since before 2014.
