The Department of Energy (DOE), through its Office of Indian Energy and administered by the Golden Field Office, offered this discretionary grant opportunity titled ENERGY INFRASTRUCTURE DEPLOYMENT ON TRIBAL LANDS - 2020 (Funding Opportunity Number DE-FOA-0002168; CFDA 81.087). The FOA is framed around tribal sovereignty and self-determination, emphasizing that Tribes have the right to develop and use their energy resources in the ways they choose. A key feature is that the program is fuel- and technology-neutral, meaning applicants are not steered toward any single type of generation or efficiency approach so long as the proposed project meets the program goals and requirements.
The purpose of the funding is to support cost-shared energy projects on Tribal Lands that reduce or stabilize energy costs and strengthen energy security and resiliency for Tribes and tribal members. DOE describes the intended portfolio outcome as selecting roughly 50 cost-shared projects overall, while also noting it anticipated making about 5 to 15 awards specifically under this FOA round, depending on Congressional appropriations and DOE funding decisions. Federal funding expected to be available was approximately $3.5 million to $15 million total, subject to appropriations, with an award ceiling listed at up to $2,000,000 per award. DOE also stated it could choose to make awards in one, multiple, or none of the topic areas, depending on application quality and program priorities.
Eligible applicants included federally recognized Indian Tribes, Alaska Native Regional Corporations and Village Corporations, intertribal organizations, and Tribal Energy Development Organizations, as well as certain Native American tribal organizations other than federally recognized tribal governments when allowed under the FOA structure. The FOA allowed applications from a consortium of Tribes (a Tribal Consortium), but required that the application be submitted by a single Indian Tribe acting as the lead applicant and representing the consortium. It also permitted authorized Tribal Organizations to submit on behalf of one or more Tribes, provided the application included evidence that the organization had the authority to apply for and manage the grant on the Tribe(s) behalf.
The FOA organized the work into four topic areas. Topic Area 1 focused on installing energy generating systems and/or energy efficiency measures for Tribal buildings, which could include upgrades that directly cut energy use or onsite generation that offsets purchased electricity or fuels. Topic Area 2 targeted community-scale deployments, including larger generation systems serving a broader community load and/or energy storage installations on Tribal Lands. Topic Area 3 centered on resilience and emergency preparedness through integrated energy systems capable of autonomous operation, meaning systems designed to operate independently from the centralized grid to keep one or multiple essential tribal facilities powered during emergencies or outages. Topic Area 4 focused on electrification by deploying energy infrastructure and integrated energy systems to electrify Tribal buildings, supporting transitions where electric service expansion or conversion is part of the solution.
From an administrative standpoint, applications were submitted through DOE’s EERE Exchange online portal (https://eere-exchange.energy.gov). The full application deadline was February 6, 2020, at 5:00 pm Eastern Time, and DOE highlighted that the portal automatically enforces deadlines by disabling the Apply and Submit buttons at the cutoff time. Applicants experiencing technical problems before the deadline were directed to contact the Exchange helpdesk at EERE-ExchangeSupport@hq.doe.gov, with an explicit warning that last-minute submissions during heavy network traffic could leave applicants without enough time to resolve issues.
DOE also scheduled an informational webinar for December 10, 2019 to walk potential applicants through the FOA, including eligibility rules, required application components, cost share and other compliance expectations, how to submit questions, and how DOE would evaluate and select projects.
