The U.S. Embassy to Switzerland and Liechtenstein, through its Public Diplomacy Section (PDS), is offering funding under its Small Grants Program via an Annual Program Statement. The main purpose is to support cultural and exchange-style projects that strengthen ties between the United States and Switzerland or Liechtenstein. Competitive proposals are expected to highlight shared values, encourage bilateral cooperation, and create opportunities for dialogue. A core requirement is that every project includes a clear American element, such as collaboration with a U.S. expert, U.S.-based organization, or U.S. institution, in a way that helps local audiences better understand U.S. policy and perspectives.
Projects must connect to at least one of the embassy's priority themes. These include STEM education; diversity, equity, and inclusion; climate change, sustainability, and energy security; strengthening cyber-security; countering disinformation and malign influence; promotion of human rights; and innovation and new technologies. While applicants can propose many different formats (events, workshops, speaker series, educational programs, exchanges, or other public-facing initiatives), the proposal needs to show a strong link between the activities and one or more of these strategic priorities, and it should explain why the project makes sense in the Swiss or Liechtenstein context.
The intended audiences must be in Switzerland and/or Liechtenstein. Applicants can target a broad range of people, but the embassy signals special interest in reaching residents ages 14 to 35, emerging and established opinion leaders, young entrepreneurs and innovators, and underrepresented or minority groups. Proposals should be explicit about who the program is for, how that audience will be reached, and why the audience selection matters for the program's goals.
Funding is relatively small and designed to support discrete, high-impact public diplomacy efforts. Individual awards generally range from USD 2,000 to USD 20,000, with total available funding around USD 60,000 (subject to final funding confirmation). The embassy anticipates making roughly 5 to 10 awards, depending on requested amounts. The performance period can be up to 36 months, and projects must be completed within 36 months or less. Funding may be issued as a grant, a fixed amount award, or a cooperative agreement. Cooperative agreements differ from standard grants because embassy staff take a more active role in implementation. Continuation funding beyond the initial period is possible but not guaranteed and would depend on funding availability, strong performance, and a determination that continued support serves State Department interests.
Eligibility is open to non-commercial entities in the United States, Switzerland, and Liechtenstein. Eligible applicants include registered not-for-profit organizations (including think tanks and NGOs with relevant programming experience), non-profit or governmental educational institutions, and governmental institutions. For-profit or commercial entities are not eligible. Cost sharing is not required, but the embassy encourages it, meaning applicants can strengthen their proposal by contributing funds or in-kind support or by demonstrating other committed resources.
Applications must follow specific formatting and documentation rules. All materials must be in English, budgets must be in U.S. dollars, and pages should be numbered. Required components include the SF-424 (Application for Federal Assistance) and SF-424A (Budget Information for Non-Construction Programs), a summary coversheet (with basic proposal identifiers such as organization name, date, title, and start/end dates), a detailed narrative proposal, and a budget justification narrative that explains each cost line in practical detail. The narrative proposal is expected to be comprehensive and readable to reviewers who are not already familiar with the concept. It must include a proposal summary, organizational background and past experience (including prior U.S. government funding), a clear problem statement, defined goals and measurable objectives, a description of activities, methods and design, a timeline and schedule with locations and dates, key personnel roles and qualifications, partners and sub-awardees (if any), a monitoring and evaluation plan, and a sustainability plan describing how impact will continue after the grant ends.
Applicants do not need to have a Unique Entity Identifier (UEI) and SAM.gov registration at the moment they submit, but they must be prepared to obtain them if selected. SAM.gov registration is mandatory for federal awards and is tied to federal transparency and reporting requirements. U.S.-based organizations typically receive a CAGE code through SAM registration, while foreign-based organizations must obtain an NCAGE code before completing SAM registration. Entities that are debarred or otherwise excluded in SAM are not eligible. If the project will issue sub-awards or sub-contracts, sub-awardees must also have UEIs.
The embassy accepts proposals on a rolling basis with set quarterly-style deadlines: 11:59 p.m. on January 15, April 15, July 15, and August 30. Applicants submit complete application packages by email to BernPA@state.gov, and the embassy expects to send notifications within about two weeks after each deadline. A Grants Review Committee evaluates eligible applications using a weighted set of criteria that emphasize proposal completeness and clarity, feasibility and relevance to embassy priorities and local context, presence of U.S. components, reasonableness and detail of the budget, organizational capacity to manage programming and federal funds, quality of the implementation timeline and evaluation plan, and sustainability beyond the grant period.
If selected, recipients receive a formal award document issued and signed by the Grants Officer, and only expenses incurred on or after the official start date in the signed agreement are allowable. The Department of State is not obligated to provide future funding beyond the awarded amount, and it reserves the right to reject any or all proposals.
